Lottery Applications
School Year 2023-2024
Open Enrollment Closes: January 31, 2023 at 11:59 p.m.

The school is required by law to conduct an open enrollment period for new students each school year. All applications received during this period are eligible for the school's lottery, giving equal opportunity for students to be offered a spot in the school.

The school continues to accept applications even after the lottery is conducted until the application deadlines listed above. Those who apply after the close of open enrollment will be placed on a waitlist following those who were in the lottery. The waitlist can change quickly. Applicants should monitor their email frequently for notifications from the school.

The open enrollment period is October 1st-January 31st each year.

Check Eligibility

Lumen is a Utah online charter school that serves K – 12 students in our state. Please review the following enrollment eligibility requirements.

Age Requirements Expand

State law requires that students enrolling in Kindergarten be 5 years old by September 1st the year they enroll.

Geographical Limitations Expand

Students must be Utah residents and live in the state to enroll at Lumen Scholar Institute. Parents are required to submit approved documentation to prove Utah residency.

Immunizations Expand

Parents are required to submit an updated immunization record or an exemption form to complete online school enrollment.

Transfer of Public or Homeschooling Credit Expand

Lumen Scholar Institute will consider all high school transfer credit obtained through an accredited high school in the United States.

Documentation & Required Paperwork Expand

The following items will be required once a seat is offered and accepted to complete enrollment:

  • Birth certificate
  • Immunization records or state exemption form
  • Utah residency verification
    • Download Proof of Utah Residency Procedures
  • High school transcript from previous school (for grades 9-12, if transferring in high school credits)
  • Student photo
Correct Grade Placement Expand

Parents must enroll students in the correct grade for their student’s age. Documentation provided during enrollment will be used to verify the correct grade placement.

Boundary School Classes Expand

Lumen Scholar Institute allows students to attend their boundary school for certain courses under the following conditions:

  • We do not offer the course.
  • The timing of the course does not conflict with Lumen’s live class schedule (M-TH, 9:00 am - 2:00 pm).
  • The student must take one less course through Lumen if they are taking one course at
    another school.
  • The school counselor at the boundary school MUST contact our school counselor prior to enrollment to ensure proper accounting between the two schools.
  • We do not coordinate schedules between schools.

Enrollment Disclosures

Please review the following Lumen Scholar Institute enrollment disclosures before submitting an online application. You may contact us with any questions about our enrollment policies.

Open Enrollment Seats Expand

The chart below must be posted annually on our website and may not accurately reflect the number of available seats after open enrollment has closed. Our waitlist changes frequently, and we encourage interested parents and students to apply according to the posted application deadlines.

Enrollment and Lottery Process Expand

We first process current students who declared their intent to return and then admit new students who applied during open enrollment.

We conduct a lottery after open enrollment ends for all available seats.

During the lottery, Lumen begins with the highest grade with open seats, and we work our way down to the younger grades. As older students are accepted, younger sibling applicants are also accepted if openings exist in their particular grades. The process continues until Lumen’s enrollment cap of 550 is reached or until seats in all grades with openings have been filled.

Waitlist Expand

Any student who is not offered a seat during the lottery will be placed on a waitlist.

Lumen continues to accept students after the open enrollment period closes and the lottery is conducted. These later applications are placed on a waitlist in the order they are received. Wait lists are not carried over from one year to the next and students interested in enrolling must apply annually.

Preferential Enrollment Expand

While the lottery selects students at random, preference is given to the following individuals in any lottery consistent with applicable state laws.

Order of Preference

  • Children of founding parents
  • Children of faculty and staff
  • Children of members of the Board of Trustees
  • Siblings of currently enrolled students

Sibling preference is granted starting with the highest available grade and moving down. If preference is granted to a sibling, that student is placed in the next available slot on the appropriate grade list following the order of preference above.

Sibling preference is in place only while the first-placed student remains enrolled. If the first-placed student withdraws before October 1, the siblings will lose preferential status and return to their original place in the lottery.

Special Education Child Find Expand

The Special Education department attempts to identify all children with disabilities who enroll at Lumen Scholar Institute.

If a child is having significant difficulty with vision, hearing, speech, and/or behavior or is experiencing slow development atypical for his/her age, physical impairments, or learning difficulty then he/she may be a child with a disability. Disabilities that could interfere with education include autism, deaf-blindness, deafness, emotional disturbance, hearing impairment, intellectual disabilities, multiple disabilities, orthopedic impairment, specific learning disabilities, communication disorders, traumatic brain injury, and visual impairment. Federal law mandates the provision of free educational programs, and/or services for such persons.

If you know of a student who might qualify for special education services, including a student suspected of having a disability even if he/she is advancing from grade to grade, please contact the Special Education Department.

Carson Smith Scholarship (CSS) Expand

If you are the parent of a child with an Individualized Educational Program (IEP) enrolled in a public school, the school is required by Utah Code Section 53A-1a-704 (10) to inform you of the availability of a scholarship to attend a private school through the Carson Smith Scholarship Program. Information on the CSS is available on the Special Education Carson Smith Scholarships USBE website.
